About
Project GOA’s mission is to facilitate greater interaction between academia and policymakers, leading to new thinking for issues of intelligence, terrorism and international relations. We aim to become an established network for generating new ideas in the study of intelligence, terrorism and international relations, with active participation from graduate students, faculty members and policymakers located in North America, Europe and the Asia-Pacific region.
Objectives
- To provide conferences and events which link The Universities and other major stakeholders, to foster new ideas in our three priority areas.
- To maintain an online presence for year-round interaction of The Universities’ faculties and students, as well as other major stakeholders.
- To facilitate networks to further the study of intelligence, terrorism and international relations.

Oxford Intelligence Forum
GOA is an independent entity, whose programme is the responsibility of the GOA Management Board. When appropriate, GOA acts under the auspices of the Oxford Intelligence Forum (OIF). The OIF has been created to encourage voluntary co-operation between organisations, not necessarily just in Oxford, engaged in the study of intelligence, strategy and related themes. So far, under the Forum’s auspices, GOA has worked jointly with the Oxford Intelligence Group (OIG) based at Nuffield College.
The Oxford Intelligence Group (OIG) is an established programme of intelligence studies held at Nuffield College in the University of Oxford. Each academic year OIG runs a series of lectures and workshops and a whole-day conference. Themes include contemporary and historical intelligence-associated subjects; high-grade speakers are chosen from a broad spectrum of national and international sources of experience and expertise.
